【摘要】 中国志愿服务经过了二十余年的飞速发展,已经初具了一定的规模,受到了中国社会各阶层的广泛关注。当今,制约中国志愿服务发展的主要因素就在于制度化水平过低。建立中国特色志愿服务体制是突破中国志愿服务发展瓶颈的唯一途径。本文研究致力于尝试建立中国特色志愿服务体制。在回顾国内外志愿服务研究基础上,对志愿服务的一般概念进行系统的梳理,重点阐述志愿服务、志愿精神和志愿者的内涵,并分析三者之间的联系。在总结西方志愿服务的基础上,着重对中国志愿服务的发展历程进行分析,通过中国几次重大实践活动的志愿服务总结中国志愿服务发展的模式和规律。鉴于我国是社会主义国家,意识形态与西方不同,马克思主义居于我国意识形态的核心地位,因此马克思主义的人的社会性理论与共产主义理论为中国特色志愿服务体制提供了重要理论基础。思想政治教育理论指导着志愿服务的正确性、规范性,对于中国特色志愿服务的发展有着重要的理论指导意义。中国特色志愿服务体制的建立还要借鉴西方发达国家志愿服务发展的有益经验,本文通过对西方主要发达国家如美国、英国的志愿服务产生的条件、发展的基础、思想传统、发展现状、志愿服务体制进行梳理,总结这些国家志愿服务发展的经验教训,并从思想传统、组织管理、参与情况、法治程度与中国志愿服务进行比较,从中找出我国志愿服务的差异与不足。为了推动志愿服务事业持续发展,本文从政治、经济、文化、社会、生态文明建设五方面提出建立志愿服务发展的必要性,结合现有志愿服务体制的理论、经济和政策背景,进一步指出建立志愿服务体制面临的机遇和挑战。在上述研究基础上,提出中国特色志愿服务体制构建的五个目标。在指导思想方面,提出中国特色志愿服务体制构建要以社会主义核心价值观为引领,坚持"行善立德、以人为本"的理念、践行"奉献、友爱、互助、进步"志愿精神,培养"为人民服务、友爱奉献、公平正义、助人自助、乐人乐己"的情怀。在遵循理论与实际、继承与创新、顶层设计与实施路线图结合的原则下,建立中国特色志愿服务体制,该体制包括五个层面和志愿服务核心价值体系,五个层面分别为社会精神层面、受助者层面、志愿组织层面、支撑保障层面、基础环境层面,核心价值体系包括志愿服务体系的使命、核心价值观和愿景,在分析这些要素之间的关系后,重点分析志愿服务的受助者层面、志愿组织层面、支撑保障层面,最后从志愿服务的动员、招募、管理、保障、激励、监督评估机制提出了建立中国特色志愿服务体制的具体实施路径。更多还原

【Abstract】 Chinese volunteer service has been developed rapidly for 20 years and now it already had some scale and drawn the attention of various stratum of Chinese society.Nowadays the main factor that restricts its development is the low level of the institutionalization of volunteer service.Therefore,the only way to break the bottleneck of Chinese volunteer service development is to establish a Chinese style system of volunteer service.The paper try to establish a volunteer service system with Chinese characteristics.In reviewing the research of volunteerism at home and abroad,the general concept of volunteerism systematically combing,focuses on the connotation of voluntary service,the spirit of volunteerism and volunteers,and to analyze the relationship.In summary,based on the West voluntary service,focusing on the development process of China Volunteer Service for analysis,clear up the general concept of volunteer service and analyze the development course of Chinese volunteer service by using relative knowledge.And also concludes its law through analyzing volunteer service condition at several important events.China is a country of socialism and the core of its ideology is Marxism.The theory of human social nature and communism theory is the important base of Chinese style volunteer service in theory and also a direction of improving its development.The ideological and political education to guide the correctness of volunteer service,normative.Based on the major western were developed as the US,UK,Germany,the conditions of voluntary service generated the basis for development,intellectual tradition,development status,voluntary service system combing lessons learned in these countries the development of voluntary service,and from the traditions of thought,organization and management,participation,rule of law and the degree of volunteerism in China were compared to find out the differences and shortcomings of voluntary service.To promote voluntary service enterprise sustainable development,this study from the political,economic,cultural,social and ecological civilization construction five aspects put forward the necessity of establishing volunteer service development,combined with the theory of the existing system of volunteer service,economic and policy background,further points out that establishing volunteer service system is facing opportunities and challenges.Based on the above research,this paper puts forward China’s volunteer service system to build five goals,in terms of guiding thought,puts forward China’s volunteer service system should be placed on building the socialist core values guide,adhere to the "do good khalid,people-oriented" concept,the practice of "dedication,love,mutual aid and progress" volunteer spirit,cultivating"serve the people,love and dedication,fairness and justice,help others,people enjoyed himself" feelings.In the theory and practice,inheritance and innovation,the principle of"the top level design and implementation of the roadmap,set up a volunteer service system with Chinese characteristics,core value system includes five levels and volunteer service,five aspects of social spiritual respectively,recipients,voluntary organizations,support security system,basic environment level,the core value system of voluntary service system including mission,core values and vision,after the analysis of the relationship between these elements,mainly analyzes the recipients of voluntary service,voluntary organizations,support security system,finally from the mobilization of voluntary service,recruitment,management,security,incentive,supervision and evaluation mechanism put forward the specific implementation of the volunteer service system with Chinese characteristics path.更多还原
