【摘要】 延安时期,是中国共产党和中国革命非常重要的转折时期。这一时期,中国共产党处于局部执政的地位,因而党的建设的任务也就集中在两个主要方面：一是不断加强自身建设,不断完善组织体系、理论体系和制度体系,把自身锻造成为富有战斗力的马克思主义政党；二是正确处理党与政权机关、人民军队、人民群众以及各个党派之间的关系,把自身建设建设成为受人民拥戴的执政党。本论文立足这一特殊历史背景,深入分析党的自身建设过程和局部执政行为,揭示党的发展与局部执政之间的内在联系,总结中国共产党在复杂环境里纯洁组织和提升治国理政能力的基本经验,探究党的建设的基本规律。本论文共分为以下六章：(一)绪论。绪论部分阐述了本论文的选题缘由。中国共产党正在领导中国人民实现中华民族复兴的伟大目标,在此过程中必将面临各种风险和考验。这就需要我们不断总结历史经验,探寻党的自身建设和治国理政的规律,用以指导我们的实践活动。延安时期,中国共产党经历了从土地革命战争、到抗日战争,再到解放战争的两次转变,而党领导的政权建设也经历了苏维埃政权、抗H民族统一战线政权和人民民主政权三种政权形态,积累的治国理政的历史经验极为丰富,总结和借鉴这些历史经验无疑将有助于推动今天的伟大社会实践。绪论部分还阐述了研究这一问题的理论意义和实践价值,提出了研究的基本思路。(二)延安时期局部执政条件下党的建设理论渊源和实践基础。本部分首先从马克思恩格斯党建学说和列宁党建理论两个部分梳理了马克思主义党建学说和执政理论的基本内容和原则,然后分别对中央苏区和西北革命根据地党的建设与局部执政实践进行了分析和总结,旨在使本课题的研究置于理论和实践的基础之上(三)延安时期局部执政的历史考察。本部分首先梳理了延安时期局部执政的历史脉络,分析和阐释了延安时期局部执政的基本内涵和主要特点,从而为研究局部执政条件下党的建设提供现实的分析背景。(四)延安时期局部执政条件下党的组织体系的完善。本部分首先从历史脉络分析了党的中央领导集体的形成、德才兼备干部队伍的培养以及模范党员队伍建设的过程,阐明党的组织体系的成熟首先是在党领导的革命斗争中实现的。然后,本部分论述了党内法规体系建设和监督体系创新的过程,阐明党内政治的制度化,有助于党的首脑、干部和党员形成统一的整体。(五)延安时期局部执政条件下党建理论的成熟。本部分首先对延安时期党建理论的形成过程进行了梳理和分析,然后从党的建设伟大工程的提出、实事求是思想路线的正式确立、民主集中制的系统阐述、三大优良作风的高度概括以及全心全意为人民服务宗旨的提出等五个方面展示了延安时期党建理论的突出成果,进而阐述了党建理论的发展与党建实践的之间的关系。(六)延安时期局部执政条件下党的执政能力的提高。本部分主要是围绕中国共产对于“微型国家”在政治、思想和组织上的领导权问题展开论述。论文首先理清中国共产党局部执政过程中党、政、军、群之间关系,并且以此为基础分析了中国共产党运用党的组织力量提升党的执政能力的具体过程。论文提出党在局部执政过程中着重提升了以下儿种能力：执掌政权的能力、领导统一战线的能力、领导人民军队的能力、动员社会的能力以及对外交往的能力。由于党的领导能力首先体现为一种综合能力,即党统领各方的能力,因而论文在这一部分专门论述了党的一元化领导体制。通过对上述能力提升过程的分析,揭示党的组织力量的发展、党的理论体系的成熟与党的执政能力提高之间的内在关系。(七)延安时期局部执政条件下党的建设的历史成就和基本经验。本部分总结了延安时期局部执政条件下党的建设的历史成就：创立了中国特色的党建理论体系；造就了中国化的马克思主义政党；夺取了中国革命的领导权；建立了新民主主义国家的模型；培育出不朽的延安精神。在此基础上,论文最后总结了延安时期党的建设的历史经验,从而为探寻执政环境中党的建设规律提供有益借鉴。更多还原

【Abstract】 Yan’an Period is a crucial turning period for the Communist Party of China (to be refered as CPC hereinafter) and the Chinese Revolution. For this period, the most important peculiarity was that the party-building of the CPC was going on in a Local Ruling condition, and therefore the main task for the CPC’s building focused on two major areas:one was to constantly strengthen the CPC’s building, improving its organizational system, theoretical system and institutional system, so as to forge itself into an excellent Marx’s political party,the other was to correctly handle the relationship between the CPC and the state organs, the armed forces, the people and the other political parties, so as to build itself into a ruling party supported by the people. Based on the special historical background, this thesis is aimed to analyze the process of the CPC’s building and ruling behavior,so as to reveal the internal relations between the the CPC’s development and the Local Ruling behavior, sum up the basic experience on purifying the CPC’s organization and enhancing the governing ability, the final purpose of which is to probe into the basic law of the CPC’s building. This thesis consists of the following six chapters:Ⅰ. Introduction. This part is on the reason why the theme was taken by the author. The CPC is now leading the Chinese people to realize the great goal of the Chinese nation’s rejuvenation, in the process of which the CPC and the Chinese people are bound to face a variety of risks and challenges. Therefore, we need to constantly sum up historical experience so as to explore the law of CPC development and ruling, which is so necessary for accomplishing today’s mission. During Yan’an Period,the CPC experienced two changes, first from the Agrarian Revolutionary War to Anti-Japanese War, and then to the People’s Liberation War, during the time of which the CPC built three different kinds of regimes:the Soviet Regime, the United Front Regime and the People’s Democratic Regime, during the time of which the CPC gained plenty of governing experiences, which deserves summary and reflection.Ⅱ. The origins of theory and practice basis for CPC development under the conditions of local ruling by the party in Yan’an Period. Firstly, on the basis of Marx-Engels’s theory and Lenin’s theory for party building, the author gave a general picture for the basic content and principles of Marxist doctrine on party building and Marxist theory on ruling. Secondly, the author analysized and summed up CPC development and the practice of local ruling in the central Chinese soviet areas and Revolution Base in Northwestern China, with a view to basing the research upon theory and practice.Ⅲ. A Historical Study on the CPC’s Local Ruling in the Yan’an Period. In this part, a description was given to the history of CPC’s local ruling in the Yan’an Period. The author conducted an analysis and explained the basic content and main features of CPC’s local ruling in Yan’an Period, thus providing a background for researching CPC’s development under the conditions of local ruling.Ⅳ. The Improvement of CPC’s Organizational System under the Conditions of Local Ruling in Yan’an Period. This part analysized, along the history line, the process of the formation of CPC’s central leading collective, the training of cadres with both political integrity and professional competence and the building model CPC members, reaching the view that CPC’s organizational system grew mature in the revolutionary struggle under the leadership of CPC. Secondly, this part discussed the building of intra-party laws and regulations and the innovation of supervision system, arguing that the orderly operation of political life within the Party justifies the sound operation mechanism. Through analysis, this part drew a conclusion that the improvement of CPC’s organizational system constitutes an important mark for the maturity of the Party, but also a critical organizational basis for promoting the party development and for success in local ruling.Ⅴ. The Maturity of Party-building Theory under the Conditions of Local Ruling in Yan’an Period. Firstly, this part described and analysized the formation of party-building theory in Yan’an Period, then it demonstrated the great fruits of party-building theory in Yan’an Period through five aspects of party building such as the proposition of the great project of party building, the formal establishment of the ideological line of seeking truth from facts, the systematic explanation of democratic centralism, the generalization of three fine styles of CPC, the establishment of the purpose of serving the people wholeheartedly. The mature theory for party-building is an important precondition for effectively promoting the building of CPC and an important theoretical basis for advancing CPC’s ruling capability.Ⅵ. Advancement of CPC’s Ruling Capability under the Conditions of Local Ruling in Yan’an Period. This part conducted discussion by focusing on the leading rights of CPC in the "micro-state" concerning politics, ideology and organization. The thesis made clear the relations of CPC to government, the military and the general public, and on this basis, the thesis gave an analysis on the process where CPC advanced its ruling ability by making use of its organizing force. The thesis pointed that in the course of local ruling, CPC improved the following capabilities:the ability to master political power, the ability to lead the unified front, the ability to lead people’s army, the ability to mobilize the society and the ability to conduct diplomacy. The party’s leading capability is first of all an overall ability, i.e., the party’s ability to command resources in different fields, therefore in this part, the thesis had a special discussion on the centralized leading system of CPC. Through the above analysis, the thesis revealed the connections between the growth of the party’s organization force, the maturity of the party’s theory and the advancement of the party’s ruling ability.Ⅶ. Historical Achievements and Basic Lessons For Party Building under the Conditions of Local Ruling in Yan’an Period.This part summed up the historical achievements in Party building under the conditions of local ruling in Yan’an period: established the system of party-building theory with Chinese characteristics, created sinicized Marxist party, gained the leading power of Chinese revolution, formed a model for new democratic state and fostered the immortal Yan’an spirit. On the basis of summarizing historical achievements, the thesis summed up the lessons and experience for party building in Yan’an period, providing lessons and experience for exploring the laws for party building in the environment of party ruling.更多还原
