中共十四大以来民生政策研究

【摘要】 民生问题举足轻重,是各国公民最关心的问题,是社会稳定和谐的重要因素,事关执政党能否顺利执政。因此,民生问题是任何政府都不得不面对和正视的一个非常重要的问题。当今世界,各国莫不将解决民生问题放到本国执政方针的重要位置,各政党莫不将改善民生作为本党政策的重要内容。中国共产党是中国人民最根本利益的代表,从成立之日起,就以解决民生问题为己任,致力于民生的改善。在革命、建设、改革时期,中共结合当时实际情况,提出了有针对性的、具有积极意义的民生政策,有效解决了各种重大的民生问题,使人民群众的生活水平和质量有了很大提高。目前,我国经济发展水平还不是很高,加之人口众多,情况复杂,新老民生问题互相交织,解决民生问题仍是一项非常重大而又艰巨的任务。认真分析研究改革开放以来党解决民生问题的经验,探索改善民生问题的规律,是具有理论意义和现实意义的重要研究课题。本着这样的出发点,我选择对十四大以来党的民生政策作为博士论文题目。论文包括绪论、正文和结语三个部分。绪论部分介绍了本文的选题意义、基本概念、研究方法、研究现状、框架结构等内容。第一章中共十四大以前的民生政策。本章总结了从中共成立之日起至中共十四大以前,从教育、医疗、就业、收入分配、住房、社会保障六个方面,分析总结了中共制定民生政策的背景、内容、实施效果、存在的问题。第二至五章则分别从教育、医疗、就业、收入分配、住房、社会保障六个方面,分析总结了中共十四大以来民生政策的制定背景、内容、实施效果、存在的问题。第六章总结了当前中国存在的民生问题,为提出民生政策打好基础。第七章呼应第六章,提出了解决当前中国民生问题的对策建议。更多还原

【Abstract】 The livelihood of the people play a decisive role, the citizens of all countries are most concerned about it, it is an important factor of social stability and harmony, it is decided whether the ruling party will rule smoothly. Therefore, the people’s livelihood is a very important problem that any government has to face. In today’s world, all countries will put the problems of people’s livelihood in important position of the national governance principles. The constitution of the communist party of china provisions that, the Communist Party of China is the representative of the most fundamental interests of the people. Therefore, from the date of the establishment, the Communist Party of China takes solving the problem of people’s livelihood as its mission, is committed to improve people’s livelihood. In the period of revolution, construction and reform, the Communist Party of China proposed targeted and significant livelihood policies according to the actual situation, which solves the livelihood of the people effectively at that time. China’s economic development level, population, complex situation lead to it is a very important and arduous task to solve the problem of people’s livelihood. The Communist Party of China improves people’s living standards and quality by analysing and studing the livelihood of different times with the superior wisdom and superb leadership. But, new and old people’s livelihood problems are intertwined because of the change in economic and objective situation, which needs new policies on people’s livelihood. This paper consists of introduction, nine chapters and conclusion. The introduction part introduces the basic concepts, research methods, research status, structure of this thesis. The first chapter introduces the policy of people’s livelihood before the fourteenth national congress of the communist party of china. This chapter summarizes the policies of education, health, employment, income distribution, housing, social security from the founding date to the fourteenth national congress of the communist party of china, and, analyses the background, content, effect, problems of these policies. The second chapter to the seventh chapter introduce the policies of education, health, employment, income distribution, housing, social security since the fourteenth national congress of the communist party of china, and, analyses the background, content, effect, problems of these policies. The eighth chapter summarizes the current existing problems of people’s livelihood Chinese, lay a good foundation for the people’s livelihood. The ninth chapter echoes the eighth chapter, countermeasures and suggestions are put forward to solve the livelihood problems of the current Chinese.更多还原
