【摘要】 工业革命以来人类通过能源的大规模开采和使用,创造了举世瞩目的经济成就,但也带来了世界性的环境污染和能源紧缺问题,单纯依靠能源使用推进的经济发展方式已经无法保证经济的可持续发展。因此基于上述严峻形势,国家提出了科学发展观的概念,要求我们在发展经济时要统筹全局,加大经济结构的调整和发展方式的转变来提高能源使用效率,减少环境污染,节能降耗工作已经被放到了越来越重要的战略发展地位。内蒙古地区作为中国重要的能源基地和西部大开发的桥头堡,近年来经济得到了快速发展,但是能源也被过度开采和使用,生态环境破坏日益严重,变得异常脆弱,因此经济的可持续发展被提到了重要位置,要求全面推进节能降耗工作的开展。国际国内经验表明,某一地区节能降耗工作的开展与金融体系的联系日益紧密。本文通过调查了解内蒙古地区实现节能降耗过程中存在的问题,探讨金融支持对提高能源利用效率的影响,设计出适合内蒙古地区具体情况的金融支持体系,促进该地区节能降耗工作的有效开展。本文以该地区实现节能降耗目标的金融支持体系为研究对象,通过理论提炼出节能降耗的核心问题在于资金的有效解决,并利用协整分析的计量经济学方法对内蒙古地区目前经济增长依赖能源消耗的情况进行了分析,进一步说明内蒙古地区金融支持节能降耗的存在的问题。通过对比国内外在节能降耗方面的经验总结出对内蒙古地区的借鉴意义,同时引入系统分析的方法,结合国际国内在相关领域的经验教训,建立一套以解决节能降耗为目标的金融支持体系。同时说明,要从完善政府及金融主管部门对节能降耗的相关政策制度、完善金融服务政策体系以及对节能降耗外部环境政策进行优化等方面有机结合,共同推动内蒙古地区节能降耗目标的实现。更多还原

【Abstract】 Since the industrial revolution, human beings have created remarkable economic achievements through large-scale mining and energy use. On the other hand, these achievements are made at the cost of global environmental pollution and energy shortage. The economic development mode driven simply by energy use proved unable to ensure the sustainable development of economy. As a result of the severe situation, the Chinese government put forward the concept of Scientific Outlook on Development. We are required to co-ordinate the overall situation in the development of the economy, increase the conversion of development mode as well as the adjustment of economic structure to improve the efficiency of energy use and reduce environmental pollution. As the bridgehead of the strategy of Grand Development of the West and important energy base of China, Inner Mongolia has achieved extraordinary economic development in recent years. At the same time, the ecosystem has also been affected by over exploitation and use. The ecological environment becomes more and more deteriorated and vulnerable. Therefore the sustainable development of economy is put in an important position, and energy conservation and consumption reducing is required to be conducted comprehensively.Much domestic and international experience shows that energy saving is closely linked to its financial system in a particular area. Through a survey of the existing problems in the process of energy saving and consumption reducing in Inner Mongolia, this paper investigates the effect of financial support on the efficiency of energy utilization. It also designs a financial supporting system suitable for the specific circumstances of Inner Mongolia to promote energy saving and consumption reducing in the area. Taking such a financial supporting system as the research object, the paper concludes that the core problem of energy saving and consumption reducing is to resolve the capital issue effectively. In addition, this paper analyses the current dependence of economic growth on energy consumption by means of co-integration in econometrics to further illustrate the problems in energy saving and consumption reducing. The domestic and foreign experience in energy saving is therefore summarised for reference to Inner Mongolia. At the same time, by the introduction of system analysis together with the domestic and international experience in relevant fields, the paper aims to establish a set of financial supporting system to achieve energy saving and consumption reducing. Meanwhile, it is put forword in this paper that relevant policies should be improved by government and financial departments, the financial service policy system should be accelerated and the external environment for energy saving should be optimized to promote the achievement of energy saving and consumption reducing in Inner Mongolia.更多还原
