【摘要】 改革开放30多年来,我国区域经济非均衡发展战略成就了我国经济发展的奇迹,也使区域发展差距问题成为制约区域经济协调发展的困扰。在转变经济发展方式和积极争取新一轮科技创新主动权的趋势推动下,我国进入了以更加注重区域经济协调发展和产业结构转型升级为主要特征的经济结构调整的关键时期,以机会平等和利益共享为核心的包容性发展理念成为指导新时期我国区域经济关系调整的必然选择。金融危机引发了新一波国际产业转移浪潮,国际产业转移浪潮又会进一步传导至区域,使区域产业转移将会成为未来区域经济活动的一种常态现象,区域产业转移不仅是资源要素在全国范围内的重新配置和产业布局的再调整,同时也是缩小区域经济发展差距的重要载体和手段,以包容性发展理念为指导的区域产业转移在强化区域合作、促进区域融合、缩小区域差距、协调区域发展步调等方面将担当着重要角色。本文以马克思主义有关包容性发展理论和区域经济理论为指导,立足社会主义市场经济的特征,在阐释包容性发展和区域产业转移内涵的基础上,深入探讨了两者的密切关系,构建了包容性发展视阈下我国区域产业转移研究的理论基础。在此理论指导下,从包容性发展的角度梳理了我国区域产业转移的实践,凝练了建国以来我国区域产业转移对包容性发展的积极推动作用和消极影响,并从动态的视角对我国区域产业转移趋势进行前瞻性评判。按照包容性发展的要求,提出了我国包容性区域产业转移的战略要求和思路定位,以我国产业从东部地区向中西部地区转移为例,运用实证分析和数量分析方法,得出了承接区域的产业选择、转移产业的区域选择、可实施的战略等方面的结论。着眼于包容性发展理念下我国区域经济发展政策思维转变,从横向和纵向层面上提出了促进我国包容性区域产业转移的政策建议。更多还原

【Abstract】 Over the last three decades since reform and opening-up, the policy of unbalanced development of regional economy achieved the miracle of economic development in China. However, the regional development gap it induced limited the coordinated development of regional economy at the same time. Motivated by the trend of changing economic development mode and striving for the initiative of scientific and technological innovation, our country enter a critical period of adjusting economic structure, in which the coordinated development of regional economy will be more stressed and the upgrade and adjustment of industrial structure will be regarded as principal character. Hence, the inclusive development idea which takes the equal opportunity and benefit sharing as its core is a necessarily choice for guiding the adjustment of regional economy of our country in the new period. The financial crisis induces a new wave of international industry transfer. Furthermore, the wave will be transmitted forward to regional industry and will make the regional industrial transfer as a normal phenomenon of regional industrial activity in the future. Not only is the regional industrial transfer a reassignment of the resource elements and readjustment of industry through the country, but also an important carrier and method to minimize the gap of economic development between different regions. Taking the inclusive development as guiding principle, the regional industrial transfer will play an important role in the reinforcing the regional cooperation, promoting the regional combination, decreasing the regional gap and coordinating the regional development.Under the guidance of the regional economy theory and the inclusive development theory related to Marxism, and based on the characteristics of socialist market economy, this thesis interprets the essence of inclusive development and regional industrial transfer, discusses their close relations, presents the theoretical bases of the study of regional industrial transfer in our country from the viewpoint of inclusive development. Furthermore, under the guidance of the theory, this thesis reviews the regional industrial transfer in our country from the viewpoint of inclusive development, concludes the positive and negative effect to inclusive development given by the regional industrial transfer since the foundation of our country, and presents a foresight judgement on the trend of the regional industrial transfer in our country from an dynamic perspective. According to the requirement of inclusive development, the thesis proposes the strategic requirement and idea location of inclusive regional industrial transfer in our country. By taking the industrial transfer from the eastern regions to certral and western regions in our country as an example, the thesis presents some conclusions with respect to the industrial choice in the transitional regions, the regional choice of the transfering industry, and the implementation strategy. Focusing on the change of mindset about the reginonal economic developing policy in our country under the concept of inclusive development, the thesis proposes advises to promote the inclusive reginonal industrial transfer in our country from a horizontal and vertical level.更多还原
