【摘要】 加快传统农业技术推广体系改革,积极构建与市场经济和现代农业发展相适应的国家新型农业技术推广体系,是近几年来人们广为讨论的一个热点话题。然而,建立新型农业技术推广体系涉及到一系列问题,诸如体系的组织结构、功能定位、人员队伍、经费投入、发展模式、运行机制、技术供给等,但这些问题本质上都是制度问题。没有制度,构成新型农业技术推广体系的各种资源要素将无法发挥其功能。因此,制度创新对国家新型农业技术推广体系的成功构建是至关重要的,或者说,对制度创新或设计的研究应当处于构建新型农业技术推广体系的核心地位。本文针对我国新型农业技术推广体系的制度设计问题,在人们已有研究成果的基础上,重新探讨了国外农业技术推广体系的构建经验;分析了国内传统农业技术推广体系的制度安排特征,存续的制度困境以及改革和创新的制度障碍;并基于对新型农业技术推广体系制度设计的环境分析,提出了新型农业技术推广体系制度设计的基本原则、基本思路和模式取向。在上述研究的基础上,本文进一步针对政府型主导模式,提出了以政府农业部门的农业技术推广体系为主体并与农业大学和科研机构紧密结合的三位一体的新型政府型农业技术推广制度框架。在这一制度框架中,重新设计了新的组织制度、投入制度、管理体制和运行机制,并重构了研究、教育和推广之间的结合机制。最后,针对新型农业技术推广体系市场型发展模式,提出了多元化的正式组织制度框架,并就市场型发展模式与政府型主导模式的关联机制以及政府对市场型推广体系的制度供给提出了若干主张。更多还原

【Abstract】 Speeding up the traditional agricultural technology extension system reform, and actively building a new agricultural technology extension system that adapts market economy and modern agricultural development is a widely discussed hot topic in recent years. However, building a new agricultural technology extension system involves a series of problems, such as, organization structure, function orientation, personnel arrangement, fund input, development model, operational mechanism, technology supply etc. But all these issues are essentially institutional problems. Without institution, all kinds of resources that constitute the new agricultural technology extension system would not be able to perform its functions. Therefore, institutional innovation is crucially important to the successful building of a new agricultural technology extension system, in other words, the research on institutional innovation or design should play a core role in the construction of a new agricultural technology extension system.This paper aims at the institutional design problems existing in the new agricultural technology extension system, and on the basis of the previous research results, it re-examines the experience of constructing agricultural technology extension system in foreign countries, and analyzes the features of institutional arrangements, continued system dilemma as well as institutional obstacles of reform and innovation in domestic traditional agricultural technology extension system; And based on the environmental analysis, this article proposes some basic principles, basic ideas and pattern orientation in the institutional design of a new agricultural technology extension system.Based on the study mentioned above, this paper further studies government-orientated model, and puts forth a new trinity framework for the government-oriented agricultural technology extension system, namely, taking agricultural technology extension system of the agricultural sector as its main body, and at the same time making it closely combined with agricultural universities and research institution. In this framework, it has redesigned a new organization system, input system, management system and operational mechanism, and reconstructed the bonding mechanism among research, education and extension. Finally, aiming at the market-based development model of the new agricultural technology extension system, this article proposes a multiple and formal organization system framework, and the author also puts forward some suggestions on the correlation mechanism between the market-based development model and government-orientated model and on how to provide institutional supply to market-based extension system.更多还原
