【摘要】 在经济功能区发展战略中,投融资是一个重要的支持系统,在市场经济条件下,它决定了资源配置基本格局和资源配置效率。经济功能区投融资模式的性质涉及到多种金融资源的相互作用,融合和协调,既有宏观投融资体系着重于规划议程、政策引导等特征,又有企业投融资项目微观运作与效率的特点,是一个集合了政府调控、市场导向等多因素的模式。因此,它的投融资机制理论、投融资方式、渠道选择以及对经济功能区的适用程度等问题,较之于单一功能区和单一产业的投融资内容来说都有区别,有必要深入地探索和研究。本文以区域投融资理论为基本指导,综合运用财政金融、财务管理、风险投资、项目区分、风险预警等相关理论,对区域投融资模式问题进行研究,研究对象定位在经济功能区,并以滨海新区为主要案例,对投融资模式的构建、管理中的一些关键问题进行了系统、深入地研究,本文的主要工作和创新点为:第一,在梳理了投融资基本理论的基础上,探讨了对经济功能区投融资的启示作用,分析了投融资与经济功能区发展的互动机制。第二,以滨海新区为例,对经济功能区投融资特征进行了实证分析,为研究经济功能区投融资模式的构建提供必要的研究基础。第三,将宏观投融资与微观企业投融资研究相结合,提出了经济功能区投融资模式是一个集合了政府调控、市场导向等多因素的投融资模式的观点,并以此为切入点进行具体模式的研究。首次基于经济功能区特性及发展战略,以滨海新区作为国家综合配套改革试验区为案例,提出了构建投融资模式的主导思路,在此基础上,展开了对具体模式的研究。提出了经济功能区政府与市场结合的基础设施投融资分类投融资模式;经济功能区风险投资“民办官助”式模式;基于过程媾和的科技型企业投融资模式等,增强了模式实施的科学性和可行性。第四,分别从宏观层面和微观层面上对经济功能区政府投资管理机制进行了研究,对区域整体及企业的投资绩效进行了科学评价,并进行了投融资风险预警的研究。更多还原

【Abstract】 Investment and financing system is an important support for the system of development strategy of economic functional area. Under the market economy condition, it determines the resource allocation basic pattern and resource allocation efficiency. The nature of investment and financing system of economic functional area involved reactions of various financial resources. It include the characteristics like planning agenda and policy guidance that macro-financing system focused on, and the characteristics like operation and efficiency of micro-enterprise projects for financing. It’s a kind of mode which collection of government regulation, market oriented and other factors. Compared with a single functional area and a single industry, the further explore and research seems quiet necessary for its financing mechanism theory, investment and financing way, channel options and the applicability of economic function, etc.The context is based on the theories of regional investment and financing for basic guiding, comprehensive using the theory of financial and monetary, financial management, risk investment, project distinction and risk early-warning. We did a deep research in regional financing modes and localized our research in economic functional areas. We instance Tianjin Binhai New Area as the main case for the in-depth study in the key issues of financing modes and some key problems of management.Firstly, In combing the basic theories of investment and financing, Discusses the enlightenment function of financing in economic function area. Analyzes the interactive mechanism between financing and the economic function area.Secondly, taking the empirical analysis, which set Binhai New Area for instance, is applied for the investments in economic function area and provides necessary research foundation for the study of constructing financing modes in economic function area.Thirdly, we combine the macro and micro of enterprises financing investment and financing research. The finance mode in economic function area is the collection of government regulation, market-oriented and many other factors. We take it as a starting point for studying on specific issues. It is an innovation that basic on the characteristics and development strategy of economic function area and use a case of Binhai New area as the national synthetically reform testing, put forward the dominant ideas of constructing investment and financing mode, launched on specific patterns of research on this basic. Proposed an infrastructure classification investment and financing pattern which combined government and market; Proposed economic function risk investment "Non-governmental official support"-type mode and proposed a technology enterprise financing mode based on making process peace, etc. this all enhanced the scientific and feasible of model implementation.Fourthly, the paper builds a control mechanism of the economic function area government investment from both macro and micro level, and made a scientific evaluation for overall regional and enterprise investment performance.
