【摘要】 国有林产权制度变迁就是要打破原有产权制度的限制,建立一种新的适合现行经济运行机制的产权制度,从而更全面地发挥国有林产权应具有的功能。国有林产权制度变迁路径是实现国有林产权制度变迁目标的途径,是研究国有林产权制度具体变迁进程的相应措施。变迁路径既要考虑国有森林资源本身的特殊性,又要符合制度变迁的相应规律,还要受到一定的政治约束,是二种经济领域与政治领域的博弈。通过路径的研究可以系统、深入地剖析国有林产权制度变迁的内在要求,满足不同变迁时期所需的不同变迁方案,是确保国有林产权制度顺利打破现有利益格局约束,建立新产权制度的关键。本文以产权理论、制度变迁理论为理论基础,对国有林产权制度变迁路径进行了具体界定,在此基础上分析了国有林产权制度变迁的成本结构及收益构成,剖析了国有林产权制度变迁的历史进程及各参与主体的内在动因。国有林产权制度变迁的进程比较复杂,表现出来的不确定性因素较多,在整体变迁中,强制性因素和诱致性因素都起到了重要作用。本文针对国有林产权制度变迁不同时期,这两种因素所起作用的侧重点不同,构建了国有林产权制度变迁的“重构-细分”路径模型,并对模型的应用和具体分割进行了研究。国有林产权制度变迁的“重构拉动型”路径和“细分推动型矽路径是国有林产权制度变迁前期和后期两条子变迁路径。本文分别对两条变迁路径进行了具体的设计,并对各自存在的成本和收益进行了判断。针对国有林产权制度变迁的整体运行环境需求,按照变迁进程、变迁条件的不断改进,从相容性政府作用、相容性产权市场及其运行和相容性有效制度供给方面提出了变迁路径的整体相容性环境构建对策,并进行了系统、深入地研究。在此基础上,为了保障“重构拉动型”路径和“细分推动型”路径的顺利运行,本文分别针对两条变迁路径不同变迁时期、不同变迁条件下需要解决的重点和难点,提出了关键性对策,并以伊春国有林区产权制度改革试点为实例,对其具体路径选择进行了分析。更多还原

【Abstract】 State-owned forest property rights institution evolution is to break limitations of primary property rights institution,establish one kind of new property rights institution to suit present economic operation mechanism,accordingly exert roundly the function that state-owned forest property rights should have.Evolution path of state.owned forest property rights institution is one route to achieve the evolution aim of state-owned forest property rights institution,is the corresponding measures to study the evolution concrete course of state-owned forest property rights institution.The path not only should consider the particularity of state-owned forest resources,but also should suit the corresponding rules of institution evolution,and should also be restricted by some politics,which is the game between economy field and politic field. Through out studying the path may home analyze the inherent request of state-owned forest property rights institution evolution by the numbers,satisfy different evolution projects during different evolution time,which is the key that insures state-owned forest property rights institution successful to break present benefit pattern restriction and establish new property rights institution.The paper is theoretically based on property rights theory,institution evolution theory,and concretely defined the evolution path of state-owned forest property rights institution,on the base analyzed the cost frame and income structure of state-owned forest property rights institution evolution,analyzed the history course and main body participation cause of stateowned forest property rights institution evolution.The evolution course of state-owned forest property rights institution is rather complex, has more unsure factors,during whole evolution,compulsion factors and cause factors make important effect.The paper aimed at different time of state-owned forest property rights institution evolution and different emphases two factors working to construct the "Reconstruction and Subdivision" path model,and studied the model application and concrete division."Reconstruction Drawing" path and "Subdivision Driving" path of state-owned forest property rights institution evolution are two concrete paths of prophase and anaphase in stateowned forest property rights institution evolution.The paper concretely designed two paths, and judged the corresponding cost and income.Aimed at the whole moving circumstance demand of state-owned forest property rights institution evolution,according to continually change of evolution course and evolution condition,from harmonization government function,harmonization property right market operation and harmonization effective systems supply to bring forward countermeasures of establishing whole harmonization circumstance,made study home and by the numbers.On the base,for ensuring "Reconstruction Drawing" path and "Subdivision Driving" path successfully to run,the paper also put forward key countermeasures aiming at the emphasizes and difficulties that two paths need resolve during different evolution time and under different evolution condition.Making Yichun state-owned forest property rights institution innovation experimental unit as example analyzed concrete path change.更多还原
