【摘要】 海洋资源性资产属于国有资源性资产,其利用效率和配置效率直接影响着海洋经济对国民经济的贡献度。然而,由于国民环保意识淡薄、国有资源产权虚置、海洋灾害频发等,造成了我国海洋资源性资产的流失,即海洋资源的所有者对海洋资源性资产的收益权未得到充分体现,从而使其一部分或全部应收的海洋资源性资产收益被其他单位或个人所取得。海洋资源性资产流失最终导致资源所有者所有权的损害和资源的低效利用,对海洋经济的可持续发展具有极其严重的阻碍作用。在这种情况下,海洋资源性资产的保值增值十分必要。海洋资源性资产的保值增值是一个复杂的系统工程,涉及到海洋微观体系(海洋企业)、海洋中观体系(海洋产业)和宏观体系(政府)的管理创新。海洋资源性资产保值增值策略包括三个方面:提升海洋经济效益、保护海洋资源再生能力和优化海洋资源再生环境。海洋资源性资产的保值增值不但能有效遏制国有资源性资产的流失,而且能促进海洋经济持续稳定地发展,对我国实现“海洋强国”具有重大意义。本文是以目前我国国有海洋资源性资产流失为切入点,以切实提升国有海洋资源性资产价值,遏制国有资源资产流失为主线,引入海洋资源价值核算和海洋资源性资产流失等先进的理论和方法,构建基于海洋资源性资产保值增值的“成本—效益”模型和资源最优配置模型,从海洋微观(企业)、海洋中观(产业)和宏观(政府)三个层次提出了海洋资源性资产保值增值的管理创新体系,最后结合我国实际给出了海洋资源性资产保值增值策略。除前言外,本论文共分为九章:第一章,海洋资源性资产保值增值的相关理论研究。包括可持续发展理论、资源资产化管理理论、资源价值理论和国有资源性资产保值增值理论。第二章,我国海洋资源开发利用中资产流失现状与成因。该部分内容包括海洋资源开发利用中资产流失现状、成因、影响因素以及海洋资源性资产保值增值的重要意义。第三章,海洋资源性资产及其价值。包括海洋资源的内涵、特性及分类,海洋资源性资产的界定与特征,海洋资源的价值构成和价值流,海洋资源价值的核算。第四章,海洋资源性资产流失机理。该部分内容包括海洋资源性资产流失特点、流失渠道和流失类型。第五章,海洋资源性资产流失对国民经济的影响。该章在介绍国民经济和绿色国民经济内涵的基础上,分析了海洋资源性资产流失对绿色GDP的影响。第六章,海洋资源性资产保值增值的方法与模型。该章是论文的重点,探讨了海洋资源性资产保值增值的基本内容(包括内涵、特征和标准),阐述了海洋资源性资产保值增值的成本效益调整方法并构建了模型,同时还分析海洋资源性资产保值增值的优化配置方法及其模型。第七章,海洋资源性资产保值增值的管理创新体系。包括三方面的管理创新体系:海洋微观(企业)创新体系(海洋企业作业标准创新、经营模式创新、生产模式创新、组织模式创新、管理制度创新),海洋中观(产业)创新体系(海洋产业结构调整、市场机制创新、流通体制创新、科技体制创新、服务体系创新)和海洋宏观(政府)创新体系(法律保障、政策保障、体制保障、金融保障和风险保障)。第八章,海洋资源性资产保值增值策略。包括三方面的策略:提升海洋经济效益、保护海洋资源再生能力和优化海洋资源再生环境。第九章,案例:青岛市海洋资源性资产保值增策略问题研究。就青岛市海洋产业状况和海洋资源性资产流失现状,结合文中的理论,分析了青岛市海洋资源性资产保值增值策略。更多还原

【Abstract】 Marine resources assets are state-owned ones. Its utilization efficiency and allocation efficiency influence national economy directly. However, people lack the consciousness of marine environment protection, Void property right of the State-owned resource,marine calamities happen frequently and so on, which have caused loss of state-owned marine resources assets, i.e. the owner’s benefit right of the marine resources has not been fully realized. The loss of the marine resources assets will hinder sustainable development of marine economy seriously, with damage of owner’s ownership and poor efficiency of the resource use. In this case, it is very essential to maintain and increase the value of the marine resources assets.Maintenance and increment of the value of marine resources assets is a complicated systematic project, involving innovation management of ocean micro-view system (marine enterprise),ocean middle-view (ocean industry), macro-view system (government).The strategies of maintenance and increment of the value of marine resources assets are to improve marine economic benefits, to protect regenerated ability of marine resources and to optimize regenerated environment of marine resources. The maintenance and increment of the value of marine resources assets not only can effectively contain loss of state-owned resource assets, and can promote marine economy to develop continually and steadily. It is of important significance for building our country into a powerful marine nation. This paper takes the loss of state-owned marine resources assets as the breakthrough point, introduces advanced theories and methods (such as marine resources value accounting theory and loss of natural resources theory) with improving value of the marine resources as a main stream. What’s more, the cost-benefit analysis model and the optimization distribution model based on maintenance and increment of the value of marine resources assets are constructed.From micro-view, middle-view and macro-view three aspects, the paper puts forward management innovation system of maintenance and increment of the value of marine resources assets. Finally, the strategies of maintenance and increment of the value of marine resources assets are given. Besides the introduction, this paper consists of nine chapters.Chapter1 introduces relevant theories of maintenance and increment of the value of marine resources assets, such as sustainable development theory, resource assets management theory and resources value theory, etc.Chapter2 mentions the current situation, reasons and influence factors of value loss of marine resources assets when it is exploited in our country. Meantime, it discusses the great significance to maintain and increase of the value of marine resources assets.Chapter3 expounds marine resources assets and its value. This part includes concept, characteristic and classification of the marine resources, definition and characteristic of the marine resources assets, value composition, value flow and value accounting of marine resources.Chapter4 mainly discusses the mechanism of the loss of state-owned marine resources assets, including characteristic, channel and types of the loss of state-owned marine resources assets.Chapter5 analyzes the effect of the loss of marine resources assets on Green GDP.Chapter6 is the key of the paper. It probes into the basic content of maintenance and increment of the value of marine resources assets. Based on this, the cost-benefit analysis model and the optimization distribution model are constructed. Meanwhile,the method to adjust cost-effective and to allocation of marine resources.To maintain and increase of the value of marine resources assets, chapter7 proposes management innovation systems from three respects. They are micro-view (marine enterprise),ocean middle-view (ocean industry) and macro-view (government)innovation system.In chapter8, the strategies of maintenance and increment of the value of marine resources assets are given. They are to improve marine economic benefits, to protect regenerated ability of marine resources and to optimize regenerated environment of marine resources.In the last chapter, according to actual condition, the paper presents Qingdao’s strategies of maintenance and increment of the value of marine resources assets.更多还原
