旧工业建筑(群)再生利用项目后评价体系的应用研究

【摘要】 对于我们国家来说,近年来由于产业结构的调整、城市的发展和人们环境保护意识的增强,造成许多旧工业建筑资源的闲置或功能的转变,也带来了一系列的环境、经济和社会问题。对这些旧工业建筑资源重新开发及再生利用不但可以节约能源、减少环境污染,而且可以创造一定的社会效益和经济效益。同时,也体现出了可持续发展和国家提出的建设节约型社会的精神。因此,旧工业建筑再生利用已经引起政府的高度重视和社会各界的广泛关注。我们国家近年来也有了一些旧工业建筑资源再生利用的成功典范,但对于旧工业建筑资源再生利用项目的后评价始终是个空白。本文针对我国旧工业建筑(群)再生利用项目的内涵和实质,结合工程实例,在深刻领会后评价相关理论的基础上,在以下几个方面进行了研究:1.论文结合我国旧工业建筑(群)再生利用项目的特点,在对旧工业建筑(群)再生利用的后评价理论进行全面分析的基础上建立了旧工业建筑(群)再生利用项目的后评价理论体系。2.全面的总结了建设工程项目后评价指标体系的构建方法、评价标准和常用的建设工程项目后评价方法,提出了建设项目后评价指标筛选的进一步改进的Delphi法。3.对旧工业建筑(群)再生利用项目建设过程后评价理论与方法进行了研究,构建了其建设过程后评价的指标体系、评价标准及方法,提出了旧工业建筑(群)再生利用项目建设过程后评价的改进逻辑框架法。4.对旧工业建筑(群)再生利用项目的财务后评价和国民经济后评价的评价方法和影响变量进行了系统分析。5.构筑了旧工业建筑(群)再生利用项目社会影响后评价、可持续性发展后评价的评价指标体系,提出了旧工业建筑(群)再生利用项目社会影响后评价的矩阵分析方法和可持续发展后评价的模糊识别理论与AHP相结合的综合评判方法。6.以西安建筑科技大学东校区旧工业建筑群再生利用项目为例,进行了论文研究相关内容的实例分析,验证了本文所建立的旧工业建筑(群)再生利用项目后评价体系的科学性和可操作性。

【Abstract】 In recent years, with the readjustment of the industrial structure, the urban development and the enhancement of the environmental awareness, many old industrial building resources are left unused or functionally changed. Meanwhile, it brings a series of environmental, economical and social problems. The redevelopment and the recycling of the old industrial building resources deliver energy economy and reduce environmental pollution as well. Besides, it creates social and economical benefits. In addition, it embodies the spirit of the sustainable development and the advocated construction of a conservation-minded society. Therefore, the government has attached great importance to the recycling of the old industrial building resources, which also draws the extensive attention of the society. There have been some successful examples of the recycling of the old industrial building resources in China, but the post project evaluation of it is always a blank. This paper combines the meaning and substance of the old industrial buildings (group) recycling project with engineering practice, and bases its research on correlation theories. The paper consists of the following aspects:1. The paper investigates the traits of the old industrial buildings (group) recycling project, analyzes the post project evaluation, and establishes the theoretical evaluation system of the project.2. The paper makes a comprehensive summary of the construction method of the post project evaluation index system, the evaluation criterion and the common post project evaluation approaches, and puts forward to the improved Delphi method for screening index.3. The paper researches the theories and practice of the post project evaluation, establishes the index system, the evaluation criterion and approaches, and proposes the improvement of the logical framework law in the post project evaluation. 4. The paper makes systematic analysis of the evaluation approaches and the impact variables of the financial evaluation and the national economy evaluation of the old industrial buildings (group) recycling project.5. The paper establishes the evaluation index system of the social impact assessment, and the sustainable development evaluation of the old industrial buildings(group) recycling project, puts forward the matrix analysis of the project and the comprehensive evaluation method which is a combination of the fuzzy recognition theory of sustainable development and AHP.6. The paper analyzes the example of the east campus of Xi’an University of Architecture and Technology , which is recycled from old industrial buildings , and verifies the scientificalness and operability of the post evaluation system of the old industrial buildings (Group) recycling project.
