【摘要】 作为有害生物的防治剂，生物农药可有效控制农林有害生物，保护农业生产。生物农药的特性赋予了其对实施农业可持续发展战略、保护农业生态环境、保障食品安全等提供物质基础和技术支撑，同时生物农药产业是我国未来经济中具有发展潜力的新增长点之一。研究我国生物农药产业发展对于政府部门科学制定促进生物农药产业发展的政策体系，实现生物农药产业的结构调整，促进循环经济和可持续社会发展战略，保障我国经济建设和农业生态环境的协调发展以及建设我国农产品安全体系等都将具有十分重要的理论意义和实践意义。 本文以科学发展观为指导，以产业组织理论、产业经济理论、植物保护理论、可持续发展理论与环境经济学为理论基础，运用历史与逻辑统一、定性研究与定量研究结合、比较研究与实证分析相结合的研究方法，系统阐述了中国生物农药发展的历史、现状，比较了中外生物农药产业发展的差异，认真分析了中国生物农药产业竞争力状况，揭示了生物农药产业发展的动力机制和内外部制约因素。同时，系统地研究了科技创新、制度创新、市场创新对我国生物农药产业发展的重要作用和创新模式。并在此基础上，预测了中国生物农药产业发展趋势，提出了中国生物农药产业发展的战略性框架和对策。 全文总体分七个部分： (1)基于当前人类社会发展面临的生态环境和食品安全的问题、化学农药开发难度不断加大、生物农药产业发展有待加强和生物农药产业发展研究较为薄弱等，指出本研究的必要性和意义，确立研究的框架和方法，提出研究的基本思路和基本观点。 (2)阐述了中国生物农药产业发展的理论基础与背景。首先导出生物农药、生物农药工业与生物农药产业的概念和内涵，继而深入探讨与生物农药产业发展相关的基础理论，主要是可持续发展理论、植物保护理论与农药管理理论，以及产业政策理论，环境经济理论，产业组织理论与产业经济理论；其次论述了生物农药产生发展的相关背景，如人们的生态安全和食品安全意识的变化等。 (3)中外生物农药产业发展对比分析。本部分总结了国内外生物农药产业发展的历史、现状和特点，并对中外生物农药产业发展的特征与轨迹作了比较研究，指出了中国生物农药产业发展的优势与劣势。研究认为主要优势在于我国生物农药的研究领域及生物农药资源方面；但生物农药生产的工业化技术落后，产业发展的服务体系如产业政策、金融体系、人才资源薄弱，生物农药应用技术和农民对使用生物农药的唯经济效益目的等是主要劣势。 (4)中国生物农药产业与化学农药产业的竞争力比较研究。本部分从产业竞争力要素角度，分析中国生物农药产业的竞争力结构特征和产业演变趋势，比较了生物农药与化学农药产业竞争力的差异。社会经济发展对生物农药的需求量增加速度明显大于化学农更多还原

【Abstract】 The biopesticide can effectively control agricultural and forest pests as well as protect the growth of plants. Its features decide that it is the substantial basis, technical support and assistance of farm production material for the implementation of the sustainable agriculture development, protection of ecological environment for agriculture, production of green farm products and assurance of food safety, as well as an important part of the national economy and one of the most potential new growth point in the future economy in China. The study on the development of the biopesticide industry in China is of great theoretical significance and practical guidance for the government agencies in the scientific development the policy system for the promotion of the development of the biopesticide industry, the realization of structure readjustment of agriculture and biopesticide industry for their embarking on the road of cycling economy and for the realization of the sustainable development strategies, as well as for the building up of safety system of farm products in China.Basing on the realistic and practical views for scientific development and by taking the Industrial organization concept, industrial economics, the concept of sustainable development and environmental economics as the theoretical basis and making use of the approach of integrating the history and logic, the qualitative study and quantitative study and the comparative study and practical analysis, the thesis describes in depth the historical background, development status and trend of the biopesticide industry in China, analyze the competitive strength of the Chinese biopesticide industry and at the same time reveal various internal and external factors constraining the development of the Chinese biopesticide industry as well as the dynamic mechanism in the development of the Chinese biopesticide industry. The thesis systematically analyses the crucial functions and modes of technical innovation, institutional innovation and market innovation suitable for the development of the biopesticide industry in China. On the basis of the above analyses, the thesis predicts the trend in the development of the biopesticide industry, and as well proposes the strategic framework for the development of the biopesticide industry and the constructive countermeasures for its healthy development in China.The thesis is generally composed of seven parts:1. Considering that the human society is confronted with the ecological environment and food security issues, increasing difficulties in developing chemical pesticide, the to-be-strengthened biopesticide industry and weak study on the development of biopesticide industry, the necessity and significance for the study will be emphasized, the framework and methods of study will be established and basic ideas and perspectives of research will be put forward.2.
