【摘要】 走新型工业化道路要求工业化与可持续发展的良性互动,实现经济与环境的协调发展。而实现这个目标的关键是通过制度创新,构建绿色经济制度。本文以此为切入点,探寻在经济落后和生态环境破坏双重约束下的中国,如何通过政府职能绿化进而构建绿色经济制度。主要观点:(1)可持续发展的理念是从传统发展模式向可持续发展模式转变、从掠夺性发展向完全可持续发展转变、由“浅绿”向“深绿”转变,其道路是走发展循环经济的途径。(2)解决我国环境问题的着眼点在于以新的思路创新政府职能,建设符合可持续发展要求的绿色政府。(3)我国政府职能绿化的思路是改变政府职能的泛经济化倾向,强化政府环保职能,引导各级政府树立绿色行政理念和绿色政绩观。(4)环境管理的新模式是发挥政府主导地位的同时,重视利用市场经济手段和公众参与的作用,形成政府引导、市场推动、公众广泛参与的新环保体制。更多还原

【Abstract】 As a developing country, China has no opportunity to follow the former route of“pollution first, and control pollution later”that the developed country had taken. And we are disallowed to follow the same old disastrous road of the population problem in the 1950s on environmental problem. We must stick to the strategy of sustainable development and take a new road to industrialization. An outstanding characteristic of the new road to industrialization is to deal with the relationship of economic growth and environmental protection correctly, realize their interactive operation of industrialization and the strategy of sustainable development and set up mechanism of benign cycle with the harmonious development between economy and environment. It is so pivotal for the objective to innovate upon the structure of harmonious development strategy in economy and environment, and construct the green economic system. As a result, to China there are double factors of backward economy and environment destroyed hold. The research about how to construct green economic system, how to confirm government functions in the workings of the economy, how to innovate upon the system of environmental protection and so on, not only has important realistic meaning, but also contains the equally important academic value.The article mainly regards the theory of environmental protection contained in the Marxist systems.
