【摘要】 本论文从发展及发展观的进化出发,梳理了现有的可持续发展理论,确立了全新的可持续发展观和可持续发展理论的三大理论基础,以此为基础,按照可持续发展观要求,结合西部地区的发展状况,从理论上推论出西部地区在全国可持续发展中主要贡献方式,进而采用多种方法,相互印证,用定量的方法证明西部地区的生态环境是可持续发展这个“木桶”中的“短板”。之后,在对西部生态环境的地位作用分析的基础上,认定西部生态环境建设的根本战略意图是弥补“短板”,同时,在用可持续发展观重新审视西部的生态建设的基础上,发现西部生态建设中不符合可持续发展要求的问题,提出西部生态建设中必须澄清的几个重大认识问题,然后用可持续发展观系统谋划西部的生态建设,并提出相关的政策保障,确实推动可持续发展战略的顺利实施。 论文主要由6部分组成,每部分的简要内容如下: 第1部分:阐述了发展和发展观的基本概念,介绍了传统发展观向可持续发展观的演变历程,对发展观的进化进行了比较深入的思考,对传统发展观和可持续发展观进行了比较系统的总结,肯定了可持续发展观的先进性。 第2部分:概括研究了可持续发展的形成背景及可持续发展的概念、内涵、可持续发展含义的相关理解、系统特征理论,初步提出了可持续发展所需的世界观和比较完善的可持续发展理论的三大支撑体系,即现代化的社会伦理学原理、可持续发展经济学原理和符合生态文明要求的生态经济学原理。介绍了已有的度量与判别可持续发展状况的主要方法,分析了这些方法各自的优缺点;并指出由于可持续发展涵盖面太宽,内容太广,影响因素太多,以及人们对可持续发展认识的局限性,故而,度量、判别与评价可持续发展状况只能是相对的,而非公允的。为了保证度量与判别的可信度和可操作性,可以尝试几种方法并用,且认为层次分析法、生态足迹法相对容易理解、方便操作、简单可行。 第3部分:对西部地区社会、经济和生态环境的进行了总体分析,并在进一步分析区域与可持续发展的关系、生态经济区评价和区域的生态经济类型的基础上,初步推论出西部地区在未来可持续发展中应有的主要贡献方式——生态环境改善是对可持续发展中贡献的重中之重。 第4部分:通过借鉴系统动力法、经验指标法的研究结果对西部地区的可持续发展状况进行了初步判断,并为了保证研究结果可靠性和可信性,进而,具体应用生态足迹法和层次分析法对西部地区的可持续发展状况进行计量、判别与分析评价。计算出西部地区存在的较大的生态赤字,经比较,生态赤字超支水平较全国相差了21.6%,认定西部地区的生态环境的现实状况非常令人担忧,已经到了严重威胁当地人们生存及区域和国家可持续发展的地步。计算出西部地区可持续发展指更多还原

【Abstract】 Starting with development and the evolution of view of development, this dissertation has carded existing theories of sustainable development, erected a new view of sustainable development and three theoretical bases of theories of sustainable development, based on which, according to requirement of the view of sustainable development and combining development situation of Western Region, it has theoretically deduced a main way of western region to contribute to our country in sustainable development. Then adopting several methods and certifying each other, the paper has proved that ecological environment of Western Region is the short board of the cask of sustainable development. Afterwards, based on analyzing the status and function of Western Region’s eco-environment, the paper has deemed that the fundamental strategic purpose in eco-environmental construction of Western Region is to lengthen the short board. And meanwhile, after newly examining Western Region’s ecological construction, the author has discovered problems out of according with sustainable development requirement and put forward a few of significant cognitional problem needed clarify in Western Region’s ecological construction. Finally, the author systematically designed ecological construction in Western Region with the view of sustainable development, and advanced correlative policy guarantee to ensure to promote soft implement of sustainable development strategy.The paper consists of six sections, each of them briefly described as follows:Section 1: expatiating on basic conception of development and view of development, introducing evolvement from traditional view of development to view of sustainable development, thinking over evolvement of view of development, systematically comparing traditional view of development and view of sustainable development, and affirming the advanced nature of view of sustainable development.Section 2: generally working over background of view of sustainable development and its conception, connotation and its correlative comprehensions, and theory of system characteristics, preliminarily bringing forward view of world view required by view of sustainable development and its three good supporting systems, that is, principle of modern social ethnics, principle of development economics, and principle of ecological economics according to requirement of ecological civilization. Then presenting mainly methods to identify and measure situation of sustainable development, analyzing their advantages and disadvantages, and pointing out that it can be only relatively rather than fair to identify, measure and value the situation of sustainable development. To make sure the reliability and maneuverability of identification and measurement, it may try to adopt several methods at the same time, and The Analytic Hierarchy Process and Ecological Footprint Method are considered relatively easy to understand and operate.Section 3: generally analyzing society, economy and eco-environment of Western Region, and based on further construing relationship between regions and sustainable development, evaluation of ecological economic region, and types of region’s ecological economies, preliminarily deducing, in the future, the main way of Western Region contributes to our country in sustainable development, that is, improving eco-environment is the most important to sustainable development.Section 4: through using research results of System Dynamics Method and Experiential Index Method for Reference, preliminarily making a judge of the situation of sustainable development in Western Region, and to guarantee the reliability and creditability of the research results then identifying, measuring and analyzing the situation of sustainable development in Western Region with The Analytic Hierarchy Process and Ecological Footprint Method. An ecological deficit in Western Region has been calculated and is 21.6% larger than average level of the whole country.
