吉林省中部“V”型经济带构建理论与实证研究

【摘要】 作为经济欠发达省份的吉林省，在经济全球化和区域经济集团化的今天，如何迎头赶上发达地区,实现跨跃式发展,一直困扰着在这片黑土地上生活的人们。本文试图从经济地理学的角度，运用经济带的基本理论，分析和研究吉林省经济社会发展中的问题，提出用构建吉林省中部“V”型经济带这一办法，来解决吉林省经济社会发展过程中出现的问题。同时，系统探讨了构建吉林省中部“V”型经济带的战略对策和思路。第一部分，本文重点研究了经济带形成发展的基本理论。主要是在回顾和总结国内外学者对经济带的概念、性质和特征、经济带形成机制和结构体系演变规律的基础上，阐述了经济带的功能、地域类型及其形成的影响因素等方面的问题。本文认为，经济带是工业化与区域经济发展到一定阶段的产物,是一种经济活动沿着交通基础设施集聚分布的现象,是随着近代工业的兴起而出现的。它是建立在一个巨大经济空间中企业彼此之间联系基础之上，并由众多的彼此配合协作密切的产业部门围绕资源密集区、中心城市或交通方便的区域（或节点）集聚，形成由线状基础设施束彼此相互联结的若干大小不等的、相互联系密切的中心共同组成的具有内在联系的条带状产业集聚区域。第二部分，本文从经济地理学的角度，对吉林省域经济系统现状及其发展过程中存在的问题进行了系统研究，采用规范的统计分析和典型分析方法，对构建吉林省“V”型经济带的必要性和可行性进行了论述。本文认为，吉林省经济社<WP=5>会发展过程中存在的问题，归根结底还是本身结构、功能方面的缺失以及体制、机制的障碍引起的。构建吉林省中部“V”型经济带，既十分必要，又切实可行。构建吉林省中部“V”型经济带不仅可以推动吉林省未来产业发展，而且还可以推动吉林省现代工业体系的形成，促进城市化质量的进一步提高。第三部分，本文从吉林省“V”型经济带形成的区域背景入手，系统论述了建立“V”型经济带的理念与具体目标，同时，对“V”型经济带的结构如何进行调整和升级改造进行了分析。笔者认为，构建吉林省中部“V”型经济带，其实质就是在吉林省中部建设现代化的“V”型制造业工业带、“V”型城镇密集带和“V”型生态经济带。第四部分，是在前三部分分析和论证的基础上，有针对性地提出构建吉林省中部“V”型经济带的战略对策。一是抓好体制创新，主要包括城市间协调体制创新、国有企业体制创新、社会管理体制创新和社会保障体制的进一步创新。二是搞好区域创新网络建设。主要包括引导大学和科研机构积极参与吉林省的自主知识创新，成为重要的创新源；强化企业能力建设，使企业成为区域创新网络的核心；转变政府职能，发挥区域创新网络的构建和维护功能；强化中介服务体系建设。三是实施产业集群化战略。主要是建设汽车及其零部件产业集群、化工产业集群、生物与医药产业集群、光电子产业集群和农畜产品加工产业集群等五个产业集群。四是对吉林省中部“V”型经济带内空间增长极进行整合。主要是主要增长极的确定、中心城市圈的建设和交通基础设施束沿线增长极的建设。五是区域性基础设施和统一市场建设。<WP=6>主要包括统一的交通、通讯和信息基础设施建设、经济带快速交通网络建设、共同市场建设以及能源、水利、城市基础设施建设和区域环境的综合整治。更多还原

【Abstract】 Jilin is one of the underdeveloped provinces in terms of economy in China. Under the circumstances of economic globalization and the regional economy, Jilin is facing the problem of how to develop and keep the pace. This paper tends to analyze and study the problems during the course of economic and social development of Jilin province by using the basic theory of economic zone with the perspective of economic geography. This paper puts forward the theory of establishing the “V” type economic zone in the central part of Jilin, in order to solve the problems during the course of economic and social development of Jilin province. At the same time, this paper systematically probes into the strategy and way of establishing the “V” type economic zone in the central part of Jilin province.Part One focuses on the basic theory of forming and developing the economic zone. This part reviews and summarizes the theory, feature, characteristics of economic zone and its forming and the innovation law of structure system written by Sino-foreign scholars. This part states the function, regional type and the relevant influencing factor of economic zone. This paper illustrates that economic zone is product of industralization and that of the regional economy has achieved a certain stage, and also illustrates that economic zone distributes along the traffic foundamental facilities and rises together with the modern industry. It is based on the mutual relationships between the enterprises within huge economic space, forming the industry zone in which the resources are rich and the central cities are concentrating.Part Two systematically makes a research into Jilin’s economic system current state and the existing problem during the course of development with the perspective of economic geography. This part states the necessities and feasibilities of establishing the “V” type economic zone in the central part of Jilin with the method of statistical analysis and typical analysis. This paper summarizes that the cause of the existing problem of Jilin economic and social development is the lack of self –structure and <WP=8>function as well as the impediment of system of organization. It is necessary and feasible to establish “V” type economic zone in the central part of Jilin. Such economic zone can promote the future industry development of Jilin and initiate the forming of the modern industry system of Jilin so as to improve the quality of urbanization.Part Three begins with the regional background of forming of “V” type economic zone of Jilin, and systematically states the idea and concrete objective of establishing the “V” type economic zone. At the same time, this part also makes an analysis of how to reform the regional structure. This paper advocates that our aims are to build the modern “V” type manufacture zone, to build the densely covered cities, to build the “V” type ecological zone in the central part of Jilin.Part Four puts forward the strategy of establishing the “V” type economic zone in the central part of Jilin on the basis of the previous analysis and study. First ,we should innovate the structure, including the coordination of cities; the reform of the state-run enterprises; the innovation of the social management system and the social guarantee. Second, we should build the regional innovation network, that is , leading universities and science institutes to make them involve in the innovation of knowledge ; strengthening the abilities of enterprises to make enterprises the core of regional innovation network; changing the government’s function; intensifying the medium service system. Third, we should practise the strategy of industry gathering, that is, building car and parts industry zone, chemical industry zone, biological and medical industry zone, electrical industry zone, agriculture and livestock manufacture industry zone.
