City management is nowadays a hot topic in theory circle. However, the discussions on city management focus most on connotation, management objects and management mode, etc., less on the relationship between government and market. On the basis of clarifying the connotation of city management, this article mainly discusses the shortcomings of the government and market and proposes some measures to improve city management.
