国家“十一五”规划纲要提出的主体功能区战略为协调区域发展中开发与保护的关系提供了一个新的思路与平台。从区域土地利用的角度来看,主体功能区战略的实施必须落实到空间,并与土地利用模式及其组合方式相结合。不同的土地开发、利用、整治、保护(Development,Use,Harness and Protection,DUHP)优先组合将会形成不同的区域土地利用结构和空间分布格局,产生不同的生态、社会、经济效益。因此将土地利用模式与主体功能区战略相结合,确定与主体功能区划定相适宜的土地开发、利用、整治、保护(DUHP)组合方式,具有重要的理论与现实意义。
文章应用德尔菲法(Delphi)与层次分析法(AHP)分析土地开发、利用、整治、保护(DUHP)组合的优先度,通过专家访谈分析不同主体功能区战略下适宜的DUHP优先度组合模式。确定在优化开发战略下适宜的DUHP组合次序为U-H-D-P,重点开发战略下为D-U-H-P,限制开发战略下为H-P-U-D,而在禁止开发战略下则为P-H-U-D。
