It is necessary for public participation in the process of environmental impact assessment to provide the legitimacy,but the existing institutional arrangements failed to resolve legitimacy of public participation in the substance of the issue,the public participation is often a mere formality.By studying the scope of public choice,the approach of public participation and the independence of chairperson and experts presents recommendations to improve current situation.
