Trust protection principle,as one of the basic principles of administrative law,should have played its due role in the theory and practice of administrative guidance,but the reality is not satisfactory,and the absence of this important principle is a major defect in this field.By researching the position and the basic function of the adminstrative guidance,the paper draws the outline of the administrative guidance in order to promote the improvement of administrative guidance.
