Judicial omission refers to the form of judicial activity that judicial organ and its staffs have their duty and the possibility to fulfill it,but do nothing procedurally.However,the National Compensation Law hasn't included this tort in its scope of compensation.It can be discovered along the track of the operation of various forms of judicial procedures that judicial omission mainly has the forms of the program initiation omission and program process omission.
