The best mode of controlling the administrative power is to control it by both the private power and public power.This article tries to find theoretical basic for the private party from the aspects of politics,philosophy,philosophy of law,constitutionalism and the theory of administrative law in order to change the object situation of the private party and make it to be an important power to supervise the administrative power.
