There are different views on the types of the Administration Procedure Code's function modes. The influencing factors in locating such function modes are various from the construction of constitution and politics characterized by Chinese socialism, and China's traditional law culture, to marketing economy construction and regulations of WTO, etc. These factors define the function modes to be a “harmonized mode”.
