Based on the definition, with quantitive measure,the order of choosing and implementing a project was determined by opportunity analysis of the land consolidation. The sequence gained was Xi'an area, Xianyang and Weinan area, Baoji and Tongchuan area. According to this,different policy would be done in order to lead investment except the governmental. At last, the measures of improving entironment and grave land consolidation that was often ignored in reality were expounded.
