In order to adapt to the reformation of national treasury centralized payment and to make it more standardized, the writer discusses the necessity and urgency of setting up national treasury centralized payment institution and focuses on discussing how to construct the national treasury centralized payment law and what the national treasury centralized payment law should be constructed and the aim of doing so.
