Cities are centers of material and spiritual civilization of mankind, where, in case of unexpected calamities, loss of life and property will be immeasurable. So preventing and reducing calamities in cities has become the theme of the modern world. This paper focuses on some general ways to deal with such occurrences from the point of city planning.
