This paper introduces the background of public participation of urban plan and its development in China, analyzes the shortage of the research in Chinese public participation of urban plan. On the basis of successful experience in European and America countries, in combination with Chinese particular situation, the writer suggests a model which is called “public participation growth model” to make public participation more practicable to apply in China.
