The system of land application planning has existed in such western countries as the United States, Britain, Germany and is becoming mature after many decades or even over a century's development, while China's city land reserve system was established in recent years when the new land management laws began to be carried out. China's land management system of city construction and the reform of market operation mode of city land are still at their early stage.
