The impacts of crisis events can divide into physical and social impacts.Many researcher think that social impacts are difficult to evaluate exactly in general method because they are multiform, non-programmed, complicated, etc. It is necessary to analyse and evaluate social impacts in order to manage and control crisis events, decrease impacts to social value, improve crisis answering ability. It was specific prescript in Master State Plan for Rapid Response to Public Emergencies that issued in 2006.1.
