In modern society administrative authorities shall exercise administrative discretion power actively to serve society, it is the requirement of rule of law. This thesis has studied on administrative discretion based on the argument of dynamic administration employing comparative study and case analysis. In the thesis administrative discretionary act has been distinguished from administrative discretionary power. The research has been done from the perspective of administrative discretion act.
