美国工业废弃物的再循环利用回顾与借鉴

【摘要】 全面回顾了20世纪90年代以来,美国对工业废弃物再循环利用的若干战略和对策。这些工业废弃物包括:有机污染物(有机液体,泥浆,沉淀,被石油污染的土壤等),无机污染物(含有金属的溶液,含有金属的土壤,矿渣等)以及混合型废弃物(化学容器与管道,建筑材料等)。为有效地促进工业废弃物的再循环利用,也是基于美国超级基金法(superfund)以及资源保护与再回收法案(RCRA)对防治污染的迫切要求,本文概括了待恢复污染区的再循环利用与环境材料的一些特定技术;介绍如何将循环再生材料进行规范化处理,才能使之成为公众认可的生态商品,着重阐述生态产品的质量规格,并选择涵盖多种典型废弃物再利用的实例。文中所涉及文档资料均出自于美国环境保护总局(EPA)向公众公开的政策法规与法律条文,这对中国资源环境事业的引导发展以及新型生态材料科学的孵化发展均有裨益。
【Abstract】 A great deal of policies and stratagem on recycling of industrial wastes in America since last decades are reviewed. These wastes contain organic contaminants ( organic liquids, sludges, sedi- ments, petroleum-contaminated soils, etc ) inorganic contaminants ( metal-containing solutions, metal-containing soils, mine tailings etc) and miscellaneous wastes ( chemical tanks and piping, building materials, etc ). This paper outlines specific technologies for recycling & reuse of materials that require remediation at contaminated sites in order to assist pollution prevention efforts by encouraging recycling and reuse of wastes found on Superfund or Resource Conservation and Recovery Act (RCRA) Corrective Action sites. Ecological product quality specifications are highlighted while these environmental materials will be reliably converted into commodities in marketplace conforming to an established specification. Case studies are selected to illustrate applications of a variety of recycling technologies covering a wide range of contaminant and matrix types. This document has been reviewed in accordance with U. S. Environmental Protection Agency’ s peer ( EPA) and administrative review policies and approved for publication. It will supply a guide for Chinese environment and resource development and consequent ecological material science.
