大科学工程的风险管理研究

【摘要】 本文重点分析了大科学工程的特点及存在的特殊风险,从管理学角度探讨大科学工程的风险管理,特别针对技术风险、环境风险、集成风险、管理风险和科学风险等进行分析,提出适合于大科学工程的风险管理的措施。本文强调在大科学工程建设中,首先要建立起一整套的风险防范系统,加强风险的前摄性管理、过程管理和反馈控制。做到可持续性的风险管理,尤其要采用权变管理的理念,针对不同的具体条件寻求不同的、最合适的管理模式,控制风险,确保大科学工程的顺利实施。

【Abstract】 This paper analyzes the characteristics and special risks of large science project. " The risk management of large science project is studied from the perspective of administration. Especially based on technology risk, environment risk, integrated risk, management risk and science risk, the measures of risk management which suit the large science project are put forward.The system of controlling risks must be founded during the construction of the project. We must strengthen the proactive management, process management and feedback control in order to keep the persistent risk management.The idea of the contingency management should be especially adopted. According to different situations, the different and suitable administration ways can be sought. Then we can control the risk and ensure the smooth implementation of project.
