【摘要】 全国人大1997年通过的《建筑法》,在经济转型初期指导建筑业改革与发展过程中发挥了十分重要的作用。时隔十年,我国经济总量翻了一番,综合国力进一步增强,人民生活基本实现小康,经济发展从追求单一GDP转变到全面、协调、可持续发展。科学发展和构建社会主义和谐社会已成为我国经济社会发展的主旋律。现有的《建筑法》已不能适应经济社会发展的新形势和解决发展中出现的新问题和新矛盾。本文分析建筑业面临的新形势,简述《建筑法》修订的紧迫性和必要性,对《建筑法》修订提出了建设性的意见和建议。更多还原

【Abstract】 The Construction Law passed by the National People’s Congress in 1997 plays a significant role in guiding the reform and development of construction industry at the beginning of the economic transition. Ten years later in China, the aggregate economic volume has doubled, the comprehensive national strength has grown, a comfortable level of living has been realized, and the economic development, which used to seek GDP alone, has been transformed to overall, coordinated and sustainable development. The scientific development and construction of a harmonious socialist country have become the theme in the development of our economic society. The existing Construction Law can neither meet the demand of the new situation nor solve the new problems. The article analyzes the new situation facing the construction industry, briefly states the necessity and urgency of revising the Construction Law, and puts forward constructive suggestions concerning the revision of the Constructive Law.更多还原
