【摘要】 通过对北京市村镇供水工程的管理现状调研,阐述了村镇供水工程中存在的管理制度落后、收费困难,不能良性运行等问题。借鉴国内外供水行业先进的管理理念、管理制度和当前的水利改革趋势,论述了村镇管理机制建设的主要内容和模式。最后,从所有权分离、管理制度建设、服务宣传和加强农民参与等多个方面探讨了村镇供水工程管理机制建设的重点,提出了管好村镇供水工程的对策措施和适宜于北京市郊区村镇供水的管理模式。更多还原

【Abstract】 Based on the investigation of the village and township water supply engineering management in Beijing outskirts,the problems of village and township water supply engineering,such as outmoding of management mechanism and difficulties in water fee collection etc.,which hinder the normal operation of the hydraulic facilities,are expatiated.The main content and patterns of village and township water supply management mechanism are discussed with a view point of international new management idea,management system and the water innovation trend in water supply area.And,the main points of village and township water supply engineering management mechanism construction are probed into from the aspects of property right separation,management system construction,service propaganda and community participation strengthening,and the countermeasures and feasible management patterns village and township water supply in Beijing outskirts are pointed out.更多还原
