【Abstract】 University bylaws are an important part of school legal system.Currently,university bylaws aim at efficiency and order as its practical value and ignores the ideal value,namely,justice and equity.University bylaws apply to special power relation and the achievement of ideal value needs to use the conditions of bylaw force and legal retaining principle to beneficially standardize and control public legal persons’ actions.As to the legal regulation,the principle of rightful procedure should be upheld and a series of regulation mechanisms should be established.更多还原
