【摘要】 目的:为我国制定药品价格提供借鉴。方法:分析国际药品价格制定的基本思路和做法,剖析价格制定过程中的难点,探讨国家间价格影响的途径和程度。结果与结论:从市场角度和成本角度设定的价格上线和下线决定了价格的可行范围,将新药额外价值定量化是新药价格制定的关键。我国应该对创新药品和仿制药品分别管理,对创新药品要求提供药物经济学评价来定量化额外价值,对仿制药品实行参考价格体系。更多还原

【Abstract】 OBJECTIVE: To study international pharmaceutical pricing theory and practice for improved pharmaceutical pricing in China. METHODS: The rationale and practice of international pharmaceutical pricing were analyzed, the difficulties in setting prices were discussed, and the inter-nation influence on prices was investigated. RESULTS&CONCLUSION: International practice shows that price ceiling from the market perspective and price floor from the cost perspective construct the possible price range; quantifying the extra value is the critical part of new drug pricing. It is suggested that China set innovative drugs and me-too drugs under separate control, requiring innovative drugs to provide pharmacoeconomic evaluation to quantify their extra value while implementing price reference system for me-too drugs.更多还原
