【摘要】 矿产资源在整个工业体系中具有基础性地位,其分布对地域有刚性依赖,这使得它在国民经济中扮演着独特的角色。这种独特性引起了人们对国家安全的担忧。本文首先分析了我国矿产资源的自然禀赋,指出国内供给不足。根据问题的性质,文章把国家安全界定为经济安全。文章分析了对外依存度刻画经济安全的不足,给出了精细刻画的思路。为了削弱矿产品对国家安全的影响,文章指出开源是重点;开源中利用国外资源是关键。最后,文章指出积极参与国际市场、淡化国有企业的国家行为、准许民营企业进入是利用国外资源的有效办法。更多还原

【Abstract】 Mineral resources,which distribute some special zones,are the base of the whole industry system.So,they play a particular role in our country economy.People worry about the secure of our country because of the role.In this paper,the natural gift of mineral resources in our country and domestic supply is lack.The paper defines the secure as the economic secure according as the nature of the issue.The lack of external dependence degree for depicting the economic secure is analyzed and the notion of fine depicting is put out.In order to weaken the mineral resources’ infection to our national secure,the idea that increasing supply is the key and using foreign mineral resources is the core is put out in the paper.At last,the good methods to using foreign mineral resources include participating in international market actively,lighting the national behavior of nation-owned enterprise and permitting private enterprise come into mineral industry.更多还原
