综合安全评价在船舶动力装置中的应用
Application of FSA in Marine Power Plant
【摘要】 综合安全评价(FSA)是一种在工程技术与工程运行管理中用于制定合理可行的规则和提供风险控制的综合性、结构化和系统性的分析方法,将FSA引入到船舶动力装置的安全评价中,是对船舶安全评价的一次尝试,按照综合安全评价的五个步骤对影响船舶动力装置安全的因素进行了分析评价。具体应用时,使用故障树分析法以拉缸故障为实例做了定性和定量分析,根据评价结果提出了相应的安全管理措施,为船舶轮机人员及管理人员提供参考。
【Abstract】 Formal Safety Assessment(FSA) is a kind of comprehensive structured and systematic methodology to be used in engineering technology and engineering operation management for risk analysis and cost assessment to enhance maritime safety,including protection of life,health,marine environment and property.Importing FSA into marine power plant assessment is an attempt for ship safety assessment.In accordance with the five steps of FSA the factors that influence the safety of marine power plant are analyzed and evaluated,cylinder scraping trouble is analyzed qualitatively and quantitatively with FSA by means of FTA.According to assessment results corresponding management measures are also presented in this paper,which could be a reference for marine engineers and managers of shipping companies.
