【摘要】 通过对福建省首批新型农村合作医疗试点的安溪县在实施新农合前后的运行情况进行调查分析,发现新农合对医疗机构未起到足够的监督和约束作用,缺乏将三级医疗机构有机地联结起来的有效管理运行机制,未能充分引导农民利用当地卫生资源,提高乡镇卫生院的服务效率,巩固基层卫生保健网。因此,应从利益机制上加强对医疗机构的监管,以保证新农合的可持续性发展。更多还原

【Abstract】 This article analyze the application of the new rural cooperative medical service in Anxi County,one of the first batch of the new rural cooperative medical service experimental sites. It also lacks effective management operational mechanism which joins organically three-level medical organizations and has not been able to guide the farmers to make full use of the local health resources,without improving the service efficiency in the public health center of villages and towns and retrieving the health care network of the base public health clinics. Therefore,it is necessary to strengthen the supervision and management to the medical organizations from the benefit mechanism so as to guarantee the sustainable development in the new rural cooperative medical service.更多还原
