【Abstract】 The leadership ability and the ruling one are the two categories of the relation and the difference.The Communist Party of China is an incumbent party,and simultaneously is also core of leadership of the cause of socialism with Chinese characteristics.It undertakes more arduous duty than an ordinary national incumbent party.Not only can the Party affect to the political power leadership party’s ruling efficiency and the ruling status,but also the Party exercises the economical,political,cultural and other social affairs leaderships can affect party’s ruling efficiency and the ruling status.Strengthening the construction of the Party is to enhance leading and ruling ability of the Party effectively.更多还原
