【摘要】 [目的]了解山东省2005年传染病疫情网络直报能力现状,发现网络直报工作中存在的问题并提出解决办法。[方法]将2005年底进行的全省县及县以上医疗机构、乡镇卫生院直报能力调查材料用Excel程序进行统计分析;把全省各级疫情报告管理人员在传染病网络直报工作中遇到的问题进行汇总分析。[结果]全省县及县以上医疗机构和乡镇卫生院分别实现网络直报率为99.35%、89.36%,未实现的主要原因是无设备。传染病网络直报工作中存在着部分地区、部分直报单位网络设备配备和系统运行、维持经费困难;人员配备不足和业务素质有待提高,基层疫情管理人员流失严重;部分开发区所辖的医疗卫生机构的归属和疫情报告程序不一致等问题。[结论]山东省县及县以上医疗卫生机构基本实现了传染病网络直报,仍存在个别地区的部分乡镇卫生院未实行网络直报、缺乏系统运行和维持经费、对基层疫情管理人员培训不到位等亟待解决的问题。更多还原

【Abstract】 [Objective]To understand the actuality of direct reporting ability of the Infectious Diseases Information Network of Shandong Province in 2005,to discover problems existing in the direct reporting and to present solutions.[Methods]Data of an investigation developed in the end of 2005 about the direct reporting ability of medical institutions in cities,counties and towns of Shandong Province were analyzed by Microsoft Excel.The problems existing in the direct reporting work of information reporting administrator of different classes were gathered and analyzed.[Results]In Shandong Province,the direct reporting rate of medical institutions in cities and counties is 99.35%,and the rate in towns is 89.36%.The main reason some medical institutions cannot achieve direct reporting is lack of equipments.There are difficulties with finance of network equipments,system running and maintenance in parts of reporting units.The number of personnel and the specialty knowledge of information manager need to be developed.There is a great loss of basic-level information manager.Medical institutions of parts of Economic Development Area have inconsistent problems between the adscription and the procedure of information reporting.[Conclusion]Medical institutions in cities and counties of Shandong Province have achieved direct report of the Infectious Diseases Information Network on the whole.Some problems,such as that hospitals in parts of towns still cannot achieve direct report,lack of finance of system running and maintenance and the occupational training of basic-level information manager,need to be solved soon.更多还原
