【摘要】 目的调查温州市城区不同体制社区卫生服务机构各项卫生功能完成状况,分析私立社区卫生服务机构完成公共卫生功能的动机及其产生的作用,为卫生行政部门提出政策建议。方法采取分层随机抽样方法,对温州市11个不同体制的社区卫生服务中心进行问卷调查。结果私立社区卫生机构实现了大量的公共卫生功能,却没有得到政府补偿。建议在卫生行政部门监管下,政府应根据提供服务的质和量,以统一的标准考核,给予不同体制社区卫生服务机构开展的基本公共卫生服务项目以相应费用补偿。更多还原

【Abstract】 Objective By investigating the condition of health functional accomplishment in community health service institutions of different system in urban community health service of Zhejiang Wenzhou city,and analyzing the motivation and action of private community health service institutions accomplishing public health function,the paper offers advice to make policy for hygiene administrative department.Methods Using structural questionnaires to interview the condition of eleven community health service institutions of different system in Zhejiang Wenzhou city.Results private community health service institutions accomplish large numbers of public health function,but they are not supplied with the finance allocation from government. Conclusion Under the guidance and management of hygiene administrative department,the government should check community health service institutions of different system by the same standard and provide corresponding finance on the base of quality and quantity of public health service.更多还原
