【摘要】 解析对50所学校专利实施的调查结果表明:高校专利实施状况基本良好,专利实施与专利申请、授权同步增长;专利实施所创收益成为学校科技经费的重要组成部分;专利实施收益分配激励政策基本到位.在高校解析专利实施率,探究高校专利未实施原因的基础上,提出促进专利向最佳实施方向流动的建议:加强合作,促使专利事实优势互补,制定技术转移法规,促进专利技术向最适宜实施方向流动,制定科学的统计指标将专利实施纳入政府部门的统计内容.更多还原

【Abstract】 An investigation on the exploitation of patents over 50 Chinese Universities was carried out and the data was analyzed in the paper.The results show that patent exploitation in Chinese universities is being in good status basically,whose number increases with those of applied and authorized patents.The income from applied patents has become the indispensable part of university’s finance.The relative policies on the income distribution bring out extensively.Based on the analysis of the reasons that patents were exploited or not,the following suggestions were proposed to impel patents exploitation: Enhance collaborations,accelerate the complement of patents exploitation,establish the rules on patents transfer,drive patents flowing to optimal exploitation,and make scientific quantities of patent application for government statistics.更多还原
