【Abstract】 Fang believes that in viewing on many non-harmonious phenomena in contemporary China in the perspective of political economy, one may perceive that the imperfection of people’s economic rights is the key root of social non-harmony. A further protection of human resource capital right is an important part in improving people’s economical rights. In order to construct a harmonious society, it is necessary to lay emphasis on improving people’s human capital property rights. Luo holds that the scientific sense of “labor-capital” relationship is the key to understanding social harmony in the industrial stage of mankind. The direct effect of contemporary technical progress is in essence showing the important function of human capital, and accelerating the technical division of labor groups.
