陕西省“山川秀美”工程回观与可持续发展机制研究
On Reconstruction Project of Landscape in Shaanxi and Countermeasure of Sustainable Development
【摘要】 在回观陕西省山川秀美工程建设实施的基础上,对陕西省山川秀美工程实施中存在的主要问题进行了剖析,界定了“山川秀美”工程可持续发展运行机制的涵义与基本内容,提出了“山川秀美”工程建设可持续发展的运行机制,从组织管理机制、补偿机制、后续产业发展和“生态-经济”效益良性循环机制、创新机制和舆情机制等方面入手,设计构建了陕西省山川秀美工程建设可持续发展五位一体的运行体系。
【Abstract】 On the basis of analysis on implementation of Reconstruction of Landscape in Shaanxi,sustainable development mechanism of the project are discussed.From management and organization mechanism,compensation mechanism,following industry development,ecology-economy positive cycle mechanism,innovation mechanism and public mechanism points of view,quinary stratification operating system for sustainable development is proposed.This makes a beneficial exploration to the future sustainable development of this project.
