【摘要】 根据欧盟合作项目对山东省和宁夏回族自治区新型农村合作医疗(以下称新农合)制度实施现况进行调查分析。结果表明,新农合试点顺利,但当前面临筹资水平较低、支付制度不完善、经办人员能力不足、基金管理水平有待提高、医疗费用上涨较快等等问题。建议适当增加筹资额,完善支付制度,加强经办人员培训,加强对供方的费用控制,建立和完善其可持续发展的制度和运行机制。更多还原

【Abstract】 This paper analyzed the development of new rural cooperative medical scheme in Shandong and Ningxia Hui autonomous Region.The results shows that low financing,unreasonable payment systems,poor of management and rapidly growth of medical expenditure were found in this study.Some comments such as increasing financial level,improving payment systems reasonable and timely,training management staffs and alleviating the rapid growth of medical expenditure were introduced to policy makers.更多还原
