【摘要】 通过对我国部分新型农村合作医疗(下称新农合)试点县门诊家庭账户的现况分析,发现门诊家庭账户对吸引农民参合、鼓励农民利用门诊服务、鼓励和发展新农合起了重要作用;同时也存在筹资水平较低、管理成本较高、纵向积累功能缺失等问题,最后针对存在的问题提出了相应的政策建议。更多还原

【Abstract】 This paper analyzed the medical saving account,a part of new rural medical cooperative scheme funding.It had found that this part of funding play an important role on enrollment,encouraging the enrollees to use outpatient services and strengthening new rural cooperative medical scheme.Following with their further develop- ment,the disadvantages such as low financing level,higher management cost,and absence in longitudinal accumula- tion emerged.Finally,some suggestions were proposed to the policymakers.更多还原
