【摘要】 我国医疗卫生改革失败的根本原因并非政府职能与市场作用定位不清,而是医疗卫生改革中存在大量的制度缺失。文章借鉴新制度经济学中内在制度和外在制度的分析框架,验证和比较了国际医疗卫生模式的制度结构,在此基础上,探讨了我国医疗卫生改革中的内在和外在制度缺失问题,进而提出了制度重构的政策建议。更多还原

【Abstract】 The failure of health reform should not contribute to ambiguous orientation between government and market, was due to imperfect institution. This article used internal and external institutions which came from new institutional economics, validated and compared institutional framework of international health patterns. Internal and external institutional problems of health reform in our country were explored and new policy suggestions on institution reconstruction were proposed.更多还原
