【Abstract】 According to the tendering and bidding of purchase,and the character of quantitative index and qualitative index,a method of multi-attribute group decision-making based on OWA operator and linguistic OWA operator is put forward.Thus opinions of each expert on the bidders can be integrated into a common opinion of the expert panel.So the bid evaluating and determining in tendering and bidding management can be realized.Finally,a practical example shows that the method is effective.更多还原
