【Abstract】 There is a unique relation between crisis and disaster,research on which can help us develop proper attitude for practical guidance.Based on the analysis of the relationships between crisis and disaster,this paper points out the existing problems,such as attaching importance to disasters while neglecting crisis,paying much more attention to deal with disasters but neglecting early-warning management of crisis.It is suggested in this paper to build an early-warning management system for public crisis.更多还原
