房地产市场:是谁掏了老百姓的钱包——论房地产市场的“三只手”

【摘要】 不成熟的市场经济机制与不完善的政府管理制度体系是导致我国目前包括房地产市场在内的各种市场经济活动不断出现新问题和不和谐现象的根本原因。在房地产市场活动中,需求、地方政府和银行这三只看得见或看不见的手在推动我国房地产市场发展中起到非常关键的作用,尤其是政府在房地产市场经济中起主导作用。但是近年来由于利益等多方面的原因,这三只手也出现了某些局部不正常的问题,产生了许多负效应。房产价格长时间持续上涨并居高不下,除了开发商自身市场行为的原因之外,无不与这三只大手有着密切关系。正是这三只手“不谋而合”的作用力使我国的房地产市场偏离了市场规律,造成以住房价格机制畸形发展,使大多数老百姓买房难或买不起房。同时,这三只手也是推阻中央政府调控政策落实甚至使其“不能出中南海”的主要力量。因此,将这三只手曝光于“公众的阳光”之下,对于中央政府更有效地解决百姓住房难,保证房地产市场真正健康发展有着重要的意义。更多还原

【Abstract】 It is a basic reason that there are an immature mechanism of market economy and an imperfect system of government regulatory regimes,to bring about a lot of new problems and some new discordant phenomena constantly emerging in all kinds of activities of market economy including the activities of the real estate market in China now.There are tree hands that "can be seen "or "not be seen" in the real estate market in China,such as the market demand,the local governments and the banks that should take effect of the key very much when they are propelling our Chinese real estate market forward,especially the local government should play a leading role.However,recently because of multi-aspect factors such as benefits and so on,the "three hands" have been appearing some partly irregular problems to have taken betray effect.For example,the price of the houses is rising and keeping high level for a long time,it is invariably close with the three hands at all,except the factor of market actions of merchant of the real estate market development themselves.Justly the three hands acting force happening to have the same view has made our Chinese real estate market to have offset the objective laws of market movement.As a result,it causes the rice mechanism to develop abnormally to make the common people cannot afford the houses.At the same time,the three hands are also the mainly strengths that shift or obstruct the policies to the real estate market from the central government,even" to leave them in the Zhongnanhai" to take no effect.For these reasons,we should put the three hands in the sun of the common people’s eyes.It has important meanings that the central government will more effectively overcome the common people’s difficulty of houses to guarantee the sound development of the real estate market.更多还原
