【摘要】 造纸业是造成我国水污染的重要污染源之一,其污染问题曾一度给我国造成了重大的经济损失。当前造纸企业污染治理反弹现象较为严重,并呈现出新的特点。探讨这一问题产生的深层原因,从根本上解决污染反弹意义重大。该文对造纸企业、政府与居民三者之间进行博弈分析,最后提出应采取实施污染处理税、排污权交易等措施来抑制造纸企业污染治理反弹。更多还原

【Abstract】 Paper industry is one of the important sources of pollution.Its pollution once caused a serious political impact and great economic losses.At present,measures taken to control the pollution from papermaking enterprises don’t solve the problems fundamentally,so that the rebound phenomenon of the paper mill pollution is very serious,and shows new features.Discussing the underlying causes of the problems and finding the fundamental solution to rebound phenomenon of the pollution problem is very significant.The paper analyzes the games among the paper mills,the government and the residents,and comes up with proposed measures,such as the charge of pollution charges,the implementation of the emission rights’ trading,emissions trading and so on,in order to control the rebound of paper industry pollution management.更多还原
